The Minister for Regulation believes his Ministry has given him 'rubbish' advice on banking rules.

David Seymour appears to be siding with banks rather than officials - who responded to his request for guidance on the Reserve Bank's probe into capital requirement.

The Ministerial paper suggested lifting capital ratios wasn't 'out of step' with other countries.

Seymour says bureaucrats are quite frequently wrong.
