Former NRL referee Bill Harrigan feels common sense needs to be taken into account when determining the severity of high tackles.
It follows round eight of the competition, where 18 players were sin-binned, 15 of those for head high contact.
One of those was Rabbitohs fullback Latrell Mitchell, who was given his marching orders after a hit on Storm winger Sua Fa'alogo, who appeared to be slipping before the collision.
Harrigan points to that incident as one he disagrees with.
