Another review into alcohol industry laws is on the cards following concern from communities across the country.
Justice Minister Andrew Little is keen to see a review done in the next couple of years.
Councils have been struggling against supermarkets and bottle stores when implementing alcohol action policies.
Alcohol Healthwatch executive director Nicki Jackson told Mike Hosking alcohol has never been more affordable.
She says the evidence is clear that price, availability and advertising are key drivers and that's where the government should focus its attention.
Jackson says councils are facing hurdles trying to make rules.
"All but one council that's tried to put a local alcohol policy in place have been challenged by supermarkets and bottle stores."
