The Local Government Minister says the Government would prefer to support councillors, than replace them.
Tauranga mayor Tenby Powell has quit, in a bid to push the Government into appointing commissioners to replace the deeply divided council members.
The Government is also being urged to intervene in Invercargill City Council.
Nanaia Mahuta told Mike Hosking the Government wants to keep elected representatives in place where it can.
“As a small country, we value local democracy and decision making.
"The Government wants to work with local councils, to support them in the job they have to do.”
Mahuta acknowledges many councils - including Tauranga and Invercargill - are facing challenges.
