There are concerns that Civil Defence isn't adequately prepared for emergencies, after failings were revealed in the response to Cyclone Gabrielle.Â
An independent review led by former Police Commissioner Mike Bush found officials were "overwhelmed" by the disaster.Â
Bush told Mike Hosking that the system is not fit for purpose.Â
He says the current model sets good people up to fail, and changes are needed.Â
