While many have welcomed today's Auckland transport package, Infrastructure New Zealand says it might not go far enough.
Auckland Council and the Government will spend $28 billion over 10 years on a raft of congestion-easing infrastructure projects.
But Infrastructure New Zealand chief executive Stephen Selwood says the package won't reduce congestion below today's levels.
He believes pricing system needs to be introduced as well.
"It is costing us billions a year in the cost of congestion right now."
Some of the infrastructure package will be funded via the regional fuel tax.
