The Government is trying to ease the concerns of those unhappy about major water reforms.
It proposes four multi-region entities to control our drinking, wastewater and stormwater systems.
There are fears it will take all control from councils and open it up to privatisation.
Local Government Minister Nanaia Mahuta told Heather Du Plessis Allan all councils will benefit, including Auckland.
"The greatest efficiency with reform proposal will be the separation of Watercare's balance sheet from the council's balance sheet in order to make the investments required to undertake renewals and maintenance."
