The Children's Minister wants to see more Maori values engrained into Oranga Tamariki.

A Waitangi Tribunal report concludes the Crown's care and protection system breaches the Treaty of Waitangi and criticised its approach to care of Maori children.

Minister Kelvin Davis says Oranga Tamariki doesn't really have Maori values and the people on the ground are beholden to an existing system.

He told Andrew Dickens things need to change to meet Maori aspirations.

"So changes have started to be made but we know we've got a lot more work to do, we need to go further."
