Act still firmly believes it can change people's minds on the Treaty of Waitangi.
During the election campaign, leader David Seymour proposed holding a referendum on Treaty principles.
The new Government has decided instead to introduce a Treaty Principles Bill based on existing ACT policy through a select committee.
Act Leader David Seymour told Heather du-Plessis Allan whether or not the bill becomes a reality depends on whether he can persuade the public it's a good idea - and his coalition partners as well.
He says they're nervous it's going to cause hostility and disruption, but he believes it's a discussion New Zealand needs to have.
