The fate of 10 remaining charter schools remains uncertain, with the Education Minster unable to say if they'll become part of the state system.

Vanguard Military School is set to become a character school next year, ending its time as privately-run charter school.

Education Minister Chris Hipkins says all remaining charter schools have applied to become character schools.

He says there's now a process he has to go through of considering those applications, and by law he cannot pre-determine the outcome of that.

Decisions on the applications will made by the end of May.
