It's a Wellbeing Budget but it's pretty status quo.

Political commentator Bryce Edwards says there's no big, visionary, transformational change.

He told Heather du Plessis-Allan it will disappoint the Government's left-wing supporters.

"I was expecting that this budget would actually deliver to the left, it would bring in a lot of left-wing things for Green and Labour supporters, and it hasn't really."

He says that, so far this year, Labour has not done much to appeal to their left-wing supporters at all.

Edwards says some big winners, such as mental health and KiwiRail, likely would have happened anyway out of necessity.

Eric Crampton is also disappointed, telling Heather du Plessis-Allan that the budget does not come with an evaluation framework.

"With mental health for example, we've got $1.9 billion there, but we've got $450 million of it going to a variety of different community providers. You would really hope that would be accompanied by some framework for figuring out which ones are doing a fantastic job, which ones might not be doing quite as good of a job."

Crampton says that there may be some concern about what Treasury is actually able to deliver.

Edwards describes the budget as being favourable for New Zealand First, which will make it difficult for National to criticise it.
