There are questions over the terms of reference for the review into bullying within the Police.
An independent review of police systems and processes has made 30 recommendations, but found no evidence of systemic bullying.
Work advocacy service Culture Safe's director Alan Halse told Kate Hawkesby that doesn't stack up.
He doubts the terms of reference allowed consultant Debbie Francis to speak to individuals on the ground.
"She was never going to get the right answer if she wasn't looking at the right thing."
