Cold water is being poured on a cash injection for councils.

The Government's set aside $44 million to help councils with the costs of setting up the Three Waters reforms.

Whāngarei mayor Sheryl Mai told Roman Travers it won't cover the full price tag for the new system.

She says it's not enough and that there are questions about the money they've already spent on the system and whether they can claim it back.
