National says its social policy plan will get people into jobs and off the benefit.
The party says if it's in government next year, it will limit the amount of time someone under 25 is on the benefit for, and penalised parents who don't vaccinate their children.
National's welfare spokeswoman Louise Upston told Kate Hawkesby the reality is 12 percent of under 25s are not in jobs, education or training.
"One of the proposals is skills and jobs hubs, helping write CVs, helping people prepare for interviews, and making sure that we've got a workforce that is ready for the jobs of the future."
She says that the proposal to penalise parents over vaccinations is designed to help families in the long term.
"We want to prevent children and families of going through the trauma of these significant, nasty diseases like the measles epidemic we've got at the moment."
