Smokers in Wellington could be hit in the pocket if they're careless with their cigarette butts.

The city council has received 51 submissions on a proposed bylaw, with 85% saying they agree with it.

Councillors are hearing those submissions today on whether to fine people who flick their stubs onto the street.

Councillor Iona Pannet told Kate Hawkesby people need to be sent a message it's not OK.

"I know that the penalties in Singapore can be very harsh, like thousands of dollars of fines for repeat offenders and even caning, obviously we don't want to go down that road."

Pannet says the challenge will catching the offender in the act.
