There's dismay in South Africa at the result of the 2023 Rugby World Cup bidding process.
France has won the contest to host the tournament with Council members largely ignoring World Rugby's recommendation to award it to South Africa.
Veteran South African rugby journalist Mark Keohane said South Africans are stunned but not overly surprised.
"Why invest so much money in a bid, when we should have really just taken that money and gone and paid a visit to 26 members? Everything they wanted to avoid with the Fifa-type scandals, I feel has come to the fore in London today and it's very disappointing for the game."
