The Taxpayers' Union says long-serving councillors are making it harder for young people to get in.
They're calling for term limits for local councillors, suggesting it may be a way to get fresh blood on the board.
Executive Director Jordan Williams said one Grey District councillor has sat on the board since 1968 - before man had landed on the moon.
"The question we're asking is would term limits result in better local government decision making in allowing fresh blood to be elected to our councils."
Being incumbent is a huge advantage when it comes to being reelected, he said.
"All we're saying is if you've been sitting on a council for 18, or some of these councillors 30 or 40 years, maybe it's time to move on."
