It is hoped a $19 million injection for hot pools in New Brighton will bring people back to the Christchurch suburb.
The city council has decided to invest a further $11.2 million in the project, on top of $8 million already allocated.
The suburb's retailers have been doing it tough since the Christchurch quakes damaged roads and attractions.
Development Christchurch said one of the main aims of the hot pools is to make New Brighton busy again.
City Councillor Glenn Livingstone said the council is investing in the area, so that businesses also feel confident putting money into the suburb.
Livingstone said the roadworks will have progressed, but it's unlikely the the repairs will be finished when the pools open.
