Wellington landlord Neil Patel could face legal action after unauthorised work on a heritage listed building.
Mr Patel has been accused of dodgy dealings by dozens of current or former tenants, including raising rents, stealing power and keeping bond money.

Wellington city council spokesman Richard MacLean said Mr Patel has carried out renovations that appear to be illegal on Elliott House on Kent Terrace, which is also considered earthquake prone.
He said the council has issued Mr Patel a notice to fix, and the building has had to be emptied in the meantime.
The probable illegal work will have to be taken out, and Mr Patel needs to apply for consents for any subsequent renovations.
