Tauranga's 1.5 million dollar surf reef has been a failure.
The district council has removed the reef at cost of just over $100,000.
Bay of Plenty District Council consents officer Jemma Hollis says it affected wave patterns and rip formations at Tay Street beach.
She says it looked promising but never functioned as it was intended to.
