The Hamilton City Council is pursuing a non-binding proposal to build more than 4500 homes in two suburbs over the next 10 years.
It's part of the Government's $1 billion Housing Infrastructure Fund with the investment planned for Peacocke and Rotokauri.
The Council's proposal is to fast track developing to allow 3700 homes in Peacocke and 1900 in Rotokauri at a cost of $273 million.
Mayor Andrew King said by making sure the proposal is non-binding, it ensures they have an escape clause if it becomes financially impractical.
Mr King also said if the proposal is successful the public will be asked for feedback on it during the next stage of development.
