The Upper Hutt City Council is attracting heavy criticism after declaring itself a TPP-free zone.
The council passed the position in a narrow vote earlier this week, but many are not quite sure what exactly it will accomplish.

Councillor Hellen Swales admits she's not sure most people want it, despite voting for it.
"You could say that we might be listening to a minority, but then you have to have faith in the people that sit around the table that they would also do their own research."
Mayor Wayne Guppy voted against the stance, and says it won't change anything.
"This city is export friendly, and will continue to work with, and develop and encourage exports."
"What some of my councillors think is an issue that they have to deal with."
Guppy was dismissive of the motion, saying it "certainly has no teeth, but it certainly is a political statement that we are anti-that agreement."
Swales said she doesn't think it'll mean much in practical terms either.
"It's saying democracy is alive in Upper Hutt, that we're open for debate and discussion."
