A new probation centre in Christchurch's east will be easily accessible to low-level offenders.
That's part of the rationale for choosing a site on Pages Road for the development of the facility.
It's expected to serve almost 250 people a day, seven days a week, on community based sentences or court orders.
It's an issue dividing the community, with some behind the proposal, while others are strongly against the idea.
But Labour's Poto Williams said it's a good move.
"Most of the residents have had a chance to express their concerns with probation services. I think it is entirely appropriate that it returns to literally the same area that it was in before."
District manager Lisa Taitua said the earthquakes destroyed their old facility, so this new development has been a long time coming.
"The overall reaction has been positive and we've also engaged with local MPs and other representatives."
Lisa Taitua said a number of people who use the service live in the area, and with bus routes providing direct access to the site.
