New analysis of government contributions to health show public services are way under-funded, compared to six years ago.
The Council of Trade Unions and the Association of Salaried Medical Specialists have released a paper that shows the overall shortfall in health expenditure is about $1.2 billion.
That's compared to spending power in the health sector after the 2009-10 budget.
CTU's Bill Rosenberg said it contradicts the Health Minister's own figures - but so does the Treasury.
"The figures that have been put out by the Minister that were given to him by the Ministry of Health are interesting ones because they're actually inconsistent with ones that are published in Budget papers that the Treasury puts on their website," he said.
Rosenberg said District Health Boards are behind by $152 million, while the Ministry itself is under funded by $5.5 million.
