The Green Party's crying foul over emergency legislation being used to rush through a commercial expansion at Lyttelton Port.
The port's Draft Recovery Plan is now open for public consultation.
It includes the reclamation of 27-hectares of land to extend the container port.
The Green Party's Christchurch spokesperson Eugenie Sage says Environment Commissioners have ensured the public can't influence that aspect.
"The appointed commissioners at ECan have made this massive reclamation a controlled activity. It means that the council will have to approve that activity and the public can't stop it or scale it back."
