The best friend of a woman murdered by her neighbour has accused the Christchurch City Council of ducking for cover.

Valmai McFie died in 2013 after being attacked by her neighbour at the council’s social housing complex in Spreydon.

An independent review into the events leading up to the murder of social housing tenant Valmai McFie has concluded council staff could not have prevented the tragedy.

But close friend Angie Brears says that’s rubbish.

"They could have listened, they could've offered Val a transfer a lot quicker than they say they did."
