Some Uber drivers are planning to take the company to court.
Around 150 of them have registered an interest in the newly-formed Uber Drivers Association.
Chair Ben Wilson said Uber is inducing drivers to break the law by not having a license to carry passengers and not getting a certificate of fitness as they originally had to.
He said the organisation is talking to the media and politicians to put pressure on regulators to enforce the law.
Drivers could be fined $10,000 thousand dollars for not complying with the law but Mr Wilson said the New Zealand Transport Agency has been lenient so far.
