The Government is being told it's time to create an even playing field for the Emissions Trading Scheme.
Legislation has been passed to phase out two-for-one subsidies for credits, meaning businesses will start paying full price for their emissions in a couple of years.
Wood Council chairman Brian Stanley said it goes a long way towards making an even playing field.
But the agriculture sector still gets a pass from the ETS, despite its huge contribution to emissions.
Mr Stanley said it's time for change.
"All emitters should be in the scheme and unfortunately 50 percent of all the greenhouse emissions going into the atmosphere are coming form the agricultural industry and the government, for some reason, will not put the agricultural industry into the ETS."
He said for things to be truly equal, agriculture should be included in the ETS.
"It's about equality and levelling the playing field, we always say that the playing field is very seriously tilted against the forest industry."
