Both the DHBs and the union are digging in their heels over a dispute involving working conditions for junior doctors.
It's set to disrupt hospital services with a threatened 48 hour strike later this month.
The contentious issue is 12 days in a row shifts.
DHB spokeswoman Julie Patterson said the DHBs have committed to changing the rosters.
She told Larry Williams the ball is now in the union's court, but it's insisting doctors are paid for days they don't work.
"If they have two days off in the week that they're going to work the weekend, they want to continue to get paid for those two days, and the DHBs are not prepared to do that. We don't think that's fair and reasonable."
