The Justice Minister is signalling a more rehabilitative approach in the prison system.
The Government's expected to drop the three strikes law in ten days' time.
Justice Minister Andrew Little will also push for sentences shorter than two years to be served as home detention.
He told Mike Hosking 70 per cent of prisoners in New Zealand re-offend within two years of getting out, compared to the Netherlands, where it's 29 per cent.
"Because they just have a different approach. They keep people occupied. The people who can be fixed and can be taught skills are taught skills. They are given productive things to do."
Little says we dump people out there and wonder why so many of them are back in prison within a couple of years.
