The man who steered Christchurch through the aftermath of the earthquakes, wants a greater reflection on people, rather than infrastructure.
Research from The New Zealand Initiative suggests the issues which hindered areas of the post-earthquake recovery in Christchurch still haven't been adequately addressed.
Former Christchurch Mayor Sir Bob Parker told Kate Hawkesby he would like to have seen the report touch on the impact on human beings.
"The trauma and the stress and what happens to a community in the middle of recovery from one of these terrifying events and that's something I think we still as a country, need to think about more."
