A climate change report that comes with a stern warning is being described as "helpful" by the Government.
The Royal Society report warns our emissions are well above average for a developed country, and says more needs to be done to embrace the solutions that already exist.
Labour's climate change spokesperson Megan Woods said with the report also mentioning the savings made in a green economy, the Government is out of excuses.
"We've signed up to the Paris agreement, we've got a target that's actually not that ambitious, but nonetheless on the current pathway, we're going to really struggle to meet it."
But Climate Change Minister Paula Bennett said they're already investigating the solutions the report mentions, but it's difficult when the science changes so often.
"We're learning things, literally on a weekly basis, and scientists are digging in more. So something that we were doing five years ago, we could be doing even more of now."
The report recommended that an independent monitoring committee for climate change be set up to de-politicise the issue, and to bring down New Zealand's emissions.
Ms Bennett said she agrees with the idea in theory, but thinks the solution is for those already working on climate change to coordinate better.
"Already I've had all the ministers that are involved in this area in the one room so that we've got it all in the one place, and then running it through our business growth agenda."
