New Zealand First is refusing to take part in a cross party group set up to consider changing New Zealand's flag.
John Key, a proponent of change, says that won't hinder the committee's work.
The Prime Minister says their first meeting will be next week where they'll nominate a group of New Zealanders to serve on a panel which will consider design suggestions.
They'll then select some to go forward to the first referendum late next year.
