New Zealand's current response to family violence has been described as a patchwork quilt of tiny providers across the country.
A new work programme has been launched to ensure government agencies work to a major plan, rather than each to their own individual programme.
Jane Drumm, head of SHINE, believes the way contracts with national government organisations have traditionally been given out is a big issue.
According to Drumm, there are hundreds and hundreds of very tiny contracts given to non-profit organisations.
As a result, she says, non-profits only have the money to do tiny bits and pieces.
"It's absolutely hopeless at the moment," she says.
As well as bringing services under a collective plan, she thinks more needs to be done for those people who are victimised time and time again.
