National has released a plan to send the most serious young offenders to boot camp.

Justice spokeswoman Amy Adams says a hard core of about 150 young people are already recidivist offenders, committing large numbers of serious offences.

She'll be packing about 50 of them a year off to a new Junior Training Academy run by the military and based at Waiouru Training Camp.

Judges will be able to send them there for a year.

Ms Adams is also proposing a curfew on all kids under 14. Police will be able to fine parents when children are out unsupervised between midnight and 5am.
