The commission has released its final proposal today on reorganising local government in the region.
It's given the green light for Napier, Hastings, Central Hawke's Bay, Wairoa and the Regional Council to become one super council.
Commission chair Basil Morrison said there's community support for reorganising Hawke's Bay.
Morrison says it's now up to the people of Hawke's Bay whether or not this final proposal goes ahead.
A binding poll can be requested if 10 percent of electors in one area, such as Napier or Hastings, sign a petition seeking one, Morrison says.
