An independent report into the Six60 balcony collapse points to problems with the event, rather than the structure itself.
18 students were injured -- two of them seriously -- when the balcony collapsed during a concert on Castle Street last month.
The report has found the balcony did meet building code requirements, but was critically overloaded.
Services and development general manager Simon Pickford said it means if the same balcony was being built today, it would get consent.
"So if someone came into the council today and wanted to build an identical building, in an identical location, then we would apply the same rules".
Pickford said the real problem is the concert should never have been held at the Castle Street property to begin with.
"There's some lessons around that. We want students to have a great time when they come to Dunedin, this was a fantastic concert, Six60 are an amazing band, but it could have been done in a different location and I don't think we would be talking about it now".
