As flood waters recede, Dunedin's emergency services are going "door to door", trying to reach the worst hit residents.

Fire and police are now working on contacting residents in South Dunedin - who were hit with water almost half a meter high and raw sewage through their homes.

Mayor Dave Cull said they're concerned people haven't contacted them yet, even though they need help.

"Multi agency crews are carrying out door to door checks on houses that may have been flooded. A lot of people in the area are elderly, probably a high proportion of disabled people in the area."

Welfare centres have been set up and a full scale cleanup should start tomorrow.

City Council roading engineer Peter Standring said they're now trying to assess the damage.

"We've had trees down, we've had slips, pieces of road give way on us, and that's mainly on the Peninsula."

The Fire Service alone has had over 300 calls since yesterday morning, with 90% in the South Dunedin area.

Dunedin police will step up patrols for the next 24 hours, to discourage anyone looking to profit from the flooding.

Senior Sergeant Phil McDouall said officers will be monitoring the empty areas constantly, ensuring everything's safe.

"Some people take advantage of other people's sorrow, and we'll try and negate that where possible."
